Welcome to Our Journey towards a Prosperity-Driven Immigration Strategy: Insights and Lessons from our Comprehensive Study into Canadian Immigration
In 2022, the federal government unveiled plans to rse immigration quotas with ambitious goals med at addressing labor shortages and demographic challenges posed by an aging population. While Canada is often seen as a welcoming destination for newcomers, increasing the number of immigrants doesn't automatically guarantee that everyone will benefit.
In response to this announcement, our team embarked on an extensive exploration into how Canadian immigration could be designed to promote prosperity. Our journey was bifurcated into two stages: Phase One scrutinized Canada's current immigration system; while Phase Twoa vision for an innovative model and corresponding action planwill be released in Spring 2024.

This paper encapsulates our experience during Phase One, revealing critical insights and lessons on Canada's approach to immigration. Over the course of nine months, and through seven major publications, we delved into:
The central role of immigration in shaping and succeeding Canadian identity;
The pathways that immigrants follow towards securing permanent residency status in Canada;
The evolution of immigration policy since Confederation;
The transformative impact of provincial input on immigrant selection mechanisms;
The hurdles newcomers face during the landing process and beyond;
Canada's capacity to accommodate a rapidly expanding population while providing essential support; and
The transformation of the labor market, particularly in Alberta, along with the most sought-after skills, occupations, and educational qualifications.
Background
From 2024 onwards, Canada anticipates welcoming approximately 1.5 million new residents as part of its increased immigration targets, ming to mitigate labor shortages and support a growing aging population. The federal government's objective is for immigration contributions to account for nearly the entirety of Canada's population growth and workforce expansion by 2036, which means immigrants will constitute almost one-third of the population and over three-quarters of the workforce.
While immigration will undoubtedly contribute to making Canada's economy larger, it does not automatically guarantee that all Canadians will become wealthier. Economic forecasts predict that despite a significant influx of immigrants, Canada is expected to experience sluggish economic growth with underwhelming per capita gns. Hence, urgent reforms are necessary to ensure that immigration continues to be a catalyst for strength and prosperity in Canada.
